Marin Seeks Wright Plan Frank Lloyd Wright, internationally known architect, has "expressed a willingness" to work on the design of the proposed $5,000,000 Marin County Civic Center, it was announced yesterday. County Administrator Donald Jensen told the Marin Board of Supervisors that Wright's interest in the project was divulged to him by the designer's San Francisco representative, Aron Green. Green said Wright was impressed with "the surroundings of Marin County" and would plan the design for a fee equal to 10 per cent of the engineering costs.

'Friendliness' Franco Policy MADRID, Feb. Francisco Franco and his new cabinet have chosen "friendliness" as the theme of Spanish foreign policy. A declaration issued late last night after the new government's first meeting spoke of: "cordial relations" with the United States; "ample prospects for the future" with western European nations; "strengthened friendship" with Portugal; continued "solidarity" with Latin America, and "bonds of good will" with the Arab countries and of the Mediterranean area. TEEN- GIRL VICE ARRESTS Two teen-age girls arrested on vice charges at an Eddy St. hotel supplied police junevile officers yesterday with names of men who allegedly visited them in their room.

At the same time, the FBI revealed it is conducting an investigation to determine if some one transported the girls across State lines for immoral purposes. The girls, aged 15 and 19, were picked up Wednesday at the Dunloe Hotel, 141 Eddy and booked at the Youth Guidance Center on charges of leading lewd lives. At first the girls refused to disclose the names of their male visitors, but under questioning by Juvenile Officers Fred Mullen and William Sampson they identified several of the men. The 19 year old girl, ever, denied any illicit activity. The younger girl has admitted living with a number of men since her arrival here.

Police also believe the 19 year old girl is considerably younger than the age given. A telegram was sent to her birthplace in Detroit, to learn her true age. If she is 19, she may be transferred to city prison, Youth Guidance Authorities said. Meanwhile, police were attempting to find the men whose names were given by the girls. They could be charged with contributing to the delinquency of a mincr.

City Manager Gerald McMahon today ordered six Martinez policemen to appear before him tomorrow to explain their refusal to say whether or not they accepted gifts at Christmas time.

Their stand was taken on a questionnaire handed Martinez' 12 officers by Police Chief Roy D. Nickola a week ago. Recalling that he had issued orders that no Christmas gifts were to be accepted, demanded a report on whether or not his order had The six declined to answer. Their attorneys described the inquiry as "insulting to their integrity." The six are Michael Burgwin, Troy Berdine, Edward Gould, Ford Harvey Arlis Marlar and Delmar Masters. Ordered before the city manager for a hearing today, the six asked for a 24 hour continuance.

McMahon set the inquiry for 2 p. m. tomorrow, declaring the officers will be required then to show cause why they should not face disciplinary action for insub- ordination. COULD LOSE PAY. If they fail to appear, Mc- Mahon added, he will recommend a demotion in rank that could result in a $20 a month pay cut.

No action has been taken on three other officers who admitted receiving gifts of $20 each and bottles of liquor during the holidays.
